I am happy to announce that we are doing a new content by explaining a one topic in "Hindu editorial" page. Today we took a topic named " Less taxing: On National Recruitment agency", which means the burden will be minimized to the candidates by the implementation of NRA. Here, taxing means burden.

Less Taxing: On National recruitment agency
The Union Cabinet’s decision to create a National Recruitment Agency to conduct a screening (-examining or filtering) examination for non-gazetted (-Unpublished in any official journal) jobs, eliminating the need for candidates to take separate examinations of the Railway Recruitment Board, Staff Selection Commission and Institute of Banking Personnel Selection, is a welcome administrative reform measure. For some years now, the railways have been using contractual (Contract labors) labor in projects and services, but the government system remains the major recruiter. In March this year, Railways Minister Piyush Goyal told Parliament that four employment notifications for Group C employees in the Ministry were issued in 2019 for 1.43 lakh posts, besides(In addition to) a similar number selected the previous year. Overall, the posts coming under the ambit (Area or control of) of the proposed NRA would cover about 1.25 lakh jobs a year, which typically attract about 2.5 crore aspirants. The gains from a single examination, when offered at the district level in the regional language, as opposed to a multiplicity of tests in far fewer locations are self-evident. Candidates would no longer have to travel to urban centers at considerable expense and hardship to take an employment test. Opportunities to improve performance, subject to age limits, and a three-year validity for scores are positive features. Yet, the long-term relevance (-something related to what is happening or being talked about) of such reforms will depend on the commitment of governments to raise the level of public employment and expand services to the public, both of which are low in India.
While announcing the proposal for the recruitment agency in her Budget speech earlier this year, Finance Minister Nirmala Sitharaman said the NRA would be an independent, professional, specialist organisation. There would also be an emphasis on creating advanced online testing infrastructure in 117 aspirational districts, many of which are in States with low social development indices (-indicators). These are laudable (-Worthy of high value) objectives, but it is relevant to point out that as a share of the organised workforce, Central government employment appears to be declining. New posts are sanctioned periodically, but a large number of vacancies remain unfilled. With growing emphasis on transferring core railway services to the private sector, there may be fewer government jobs on offer in the future. Moreover, jobs under the Center, predominantly in the railways and defence sectors, constitute around 14% of public employment, with the rest falling within the purview (-The range of activity or come under) of States. Reform must, therefore, have a wider reach to achieve scale. It must be marked by well-defined procedures, wide publicity and open competition, besides virtual elimination of discretion (Ability to behave without causing embarrassment or with less transparency) . As a preliminary screening test, the NRA can potentially cut delays, which are a familiar feature with government, boost transparency and enable wider access. The entire process of candidate selection must be a model, raising the bar on speed, efficiency and integrity.
Explanation:
The first paragraph completely tells about the National Recruitment Agency(NRA) is being implemented because there is seperate exams for the recruitment of Railways, central government and banking sectors. To avoid this, NRA is being implemented by the government. The author also adds that, as the railway sectors alone recruited more than 1 lakh employee last year, if NRA is implemented, it can recruit 1.25 lakh employers in a year and it attracts 2.5 cr aspirants, including Banking, SSC and RRB. As we implement a single examination, we can able to conduct the exam in a most efficient way i.e.., we can able to conduct exams in every districts in their regional languages itself and fewer location is needed to conduct the examination. And hence candidates no longer have to travel to urban area to write the exams, the exams will be conducted in their district itself. The age limits and the three year validity of scores are the positive features of NRA. These positive features completely depends on how the government is going to implement this new reforms. The government has to fulfill two factors one is, they have to raise the public employment and second is, the have to satisfy the public demands and the needs regarding the services.
In Annual Financial Statement speech, Finance minister Nirmala sitaraman announced that, NRA will be an independent, professional and specialist organizations. And she also added that there will be created advance online testing infrastructure in 117 districts as many of the district lacks basic infrastructure to conduct the online examination. The author tell that as now many of the public employment is declining because of many of the workforce are given to the private sectors and it is sad to note that the central government jobs will be decreased in future. Jobs under central government and Railways sectors only constitute around 14% of public employment and other will come under the States. NRA will have wider reach to achieve scale. NRA will be an open competitive examination avoiding all the barriers which the previous way of recruitment holds. NRA can cut delays in preliminary examinations which is familiar with RRB and NRA will avoid this. And therefore, it can recruit the candidates with more transparency and efficiency.
